Hector Peabody arrested for operating non-union jitney 1921
Hector must have operated a cab or small delivery truck (jitney) in 1921. Per this article, he gets caught up in a dispute between Seattle city officials, the Sound and Transit Company, and the Auto Drivers Union. Apparently, the city chose to only issue jitney licenses to members of the Sound Transit Company, who required a $100 fee to join. The Auto Drivers Union took legal action over what they viewed as favoritism by city officials for licensing only Sound Transit Company vehicles. Caught in the middle were members of the Auto Drivers Union arrested for operating jitney's without a city license: "Jitney drivers arrested Wednesday included the following: E. Ford, A. E. Dye, F. Washington State passed the Veterans Equalized Compensation Act 2 Nov, 1920. The Act offered to US citizens who were verified residents of the state of Washington, $15.00 for every month or major fraction thereof of active duty service in the Army, Navy or Marine Corps of the United States in World War I, performed subsequent to April 6, 1917, and prior to November 11, 1919. Hector applied for compensation in Sep 1921. His application provides detail on his parentage, marital status, occupation in 1921, and history of service:

That Hector enlisted in Evanston Illinois and was living in Oakland, CA when enrolled raised question over whether he was in fact a Washington resident during his time of active duty service (see page 6). To address this concern the file contains an affidavit from Hector explaining the timeline and two certificates of Washington State residency. In his affidavit Hector states he "enlisted in the Naval Reserve forces, Aviation, at San Francisco, California, on July, 1918, he at that time having gone to San Francisco from Evanston, Illinois, where he had gone for the purpose of getting married, That at the time of registering for the draft he was in Evanston, Illinois, and therefore registered at that city. That after his marriage he went to San Francisco for a vacation trip, and joined the Navy at that city. That since he was eight months old he has lived practically continuously in Winslow, Kitsap County, Washington and that Winslow, Washington is his bonafide residence, and has been for nearly thirty years." ...Which is a lot of BS. Hector married Vivian De Vere Williams in Lake Co., IN in 1915 not 1917. He and Vivian stayed in the Midwest through at least Mar 1918, having two daughters, Vivian, born and died after three days in Jan 1917 in Evanston, IL, and June, born in Mar 1918 in Cleveland, OH. "SCOTTSDALE - Hector C. Peabody, 85, a World War I veteran and member of the Veterans of Foreign Wars in Sunnyslope, died Wednesday in Golden Age Nursing Home. Mr. Peabody, 1815 Cutler Drive, was born in Massachusetts (incorrect, born Fort Klamath, OR; Hector's father was born in MA) and moved to Scottsdale 17 years ago. He lived in Tempe the past three months.
