Washington formalizes the volunteer Signal Service in a state weather service. Riley appointed observer for Port Blakely/Bainbridge Island continuing his role for the Signal Service. "Olympia, Aug 11. - A state weather service has just been established in this city to cooperate with the weather bureau of the department of agriculture.... Stations of observations will be established in each county under the su- pervision of reliable and intelligent observers, whose reports will be published monthly.
